SaaS unification of SAST, DAST, and Fortify SCA
One platform across all three scan types with shared findings management, unified policy, and one suppression history. Programs running Fortify standalone scanners get the unification benefit.
OpenText • Application security
OpenText Fortify on Demand (formerly OpenText Core Application Security) is the SaaS edition of the OpenText AppSec line. It unifies SAST, DAST, and Fortify SCA scan execution and findings management into one platform with Fortify Remediation Aviator AI augmentation across all three.
Teams moving from legacy Fortify on-prem to the SaaS bundle use the migration to refresh policy, redesign suppression discipline, rewire CI/CD and pilot Aviator, so the result is a modernized AppSec program rather than a license swap.
What it is
OpenText Fortify on Demand is the SaaS-unified AppSec product. It bundles SAST (Static Application Security Testing), DAST (Dynamic Application Security Testing), and Fortify SCA (Fortify Software Composition Analysis) into one platform with shared findings management, unified policy, and Fortify Remediation Aviator as the AI augmentation surface across all three. Customers running standalone Fortify scanners on-premises modernize onto Fortify on Demand; net-new programs adopt Fortify on Demand directly as the unifying surface.
The Fortify lineage matters. OpenText renamed the Fortify products in 2024-2025 and again in the 26.3 release (July 2026), which brought the Fortify brand back as OpenText Fortify SAST, OpenText Fortify Software Composition Analysis, OpenText Fortify Remediation Aviator and OpenText Fortify on Demand. WebInspect is now OpenText Fortify DAST. The engines are mature (Fortify SAST has been in regulated production for two decades), the language coverage is broad, and the regulated-industry footprint (financial services, government, defense, healthcare) is real. Neither rename changed the scan engines. What the move changes is operational, through SaaS unification, CI/CD integration and AI augmentation.
Modernization off legacy Fortify on-prem is the most common engagement. Programs running Fortify SAST on-premises for some teams and Fortify on Demand SaaS for others typically end up with two policy stores, two suppression histories, and two sets of CI/CD integrations. Fortify on Demand unifies the operational surface in SaaS. The move is the right moment to refresh policies, redo suppression discipline, modernize CI/CD wiring and layer in Aviator, instead of running it as a license-swap exercise.
The SaaS migration is not a copy of the on-prem deployment, and treating it as one undermines the move. The on-prem Fortify model assumes manual scan triggering and post-hoc triage and the SaaS Fortify on Demand model assumes CI/CD-triggered scans, PR-time integration, and continuous triage. Programs that lift-and-shift the on-prem operating model into SaaS get on-prem-shaped operations running in SaaS. Merito's engagement redesigns the operating model rather than copying it.
Ideal use cases
What it is best at
One platform across all three scan types with shared findings management, unified policy, and one suppression history. Programs running Fortify standalone scanners get the unification benefit.
Fortify SAST, OpenText Fortify DAST and Fortify SCA engines under the Fortify on Demand umbrella. Mature regulated-industry footprint (20+ years in financial services, government, defense, healthcare).
Aviator runs across SAST, DAST, and Fortify SCA findings inside Fortify on Demand. Programs running the bundle get unified AI augmentation rather than per-scanner AI.
FedRAMP authorization on selected SaaS editions, SOC 2 Type II, ISO 27001 + 27017 + 27018, HIPAA-aligned design. Programs subject to federal or sector-specific mandates get the compliance trail in SaaS.
Strategic modernization target for customers running Fortify SAST, OpenText Fortify DAST and Fortify SCA on-premises who are consolidating onto SaaS.

Merito point of view
Some teams that moved off legacy Fortify on-prem onto Fortify on Demand carried the old operating model across unchanged. The result is on-prem-shaped operations running in SaaS, which is not what the SaaS unification is for. The value sits in the operational change, meaning continuous CI/CD-triggered scans, PR-time gates, AI augmentation through Aviator and one findings backlog across SAST, DAST and SCA. Treating the move as a license swap leaves most of that value unused.
Fortify on Demand fits best when a program is consolidating off legacy Fortify on-prem, when unifying SAST, DAST and SCA in SaaS pays back the migration cost, and when regulated compliance (SOC 2, FedRAMP, HIPAA) matters. Replacing mature Checkmarx One pipelines with it is usually a 12-month project with too little gain to justify the disruption, and scoping says so plainly when that is the case.
Fortify Remediation Aviator is the AI augmentation that pays back when grounding is real. Programs licensing Aviator without piloting and without grounding configuration get generic AppSec AI that looks correct and frequently is not. That is why an Aviator pilot is part of the Fortify on Demand implementation, not a later add-on.
